The EO arrives as the House of Representatives is preparing to vote on major reform to the National Voter Registration Act with HR 22 , called the Safeguard American Voter Eligibility Act . The SAVE Act requires proof of citizenship to register for federal elections and directs agencies to work with states to help them verify citizenship.
